Message from the Chair
 
This summer has brought sobering evidence globally of the devastating impacts of climate change on nature and people. From raging wildfires in Canada to devastating floods in Asia, it is abundantly clear that we need to take transformative and urgent action to address climate change, and in a way that impacts positively on biodiversity. The work of WCPA’s Protected Areas and Climate Change Specialist Group underscores the important role of protected and conserved areas in climate change mitigation and adaptation.

There’s exciting work ongoing in all corners of the Commission. With just 6 years remaining to show real progress in the implementation of the Kunming-Montreal Global Biodiversity Framework, we have been very active along a number of fronts, from generating important guidance such as the T3 guide recently launched at the 7th GEF Assembly, to a brand-new OECM site-level identification tool, through supporting sub-regional capacity-building. Just one example is in Central Africa, where the COMIFAC countries are forging an important partnership and convening stakeholders in building momentum for the implementation of Target 3. 

We are seeing much needed emphasis on rangers, with an exciting new publication positioning rangers as essential planetary health workers within global policy and the International Ranger Award Ceremony recognizing their invaluable contributions. The revitalized World Protected Areas Leaders’ Forum brought focus to the need to elevate the status of protected and conserved areas and their wide-ranging benefits for human well-being and appeals to government ministries to leverage financing necessary for their effective functioning.

The WCPA is rising to the challenges we see. Kyrgyzstan provided an excellent location for our annual steering committee meeting. As you will read, we came together to assess our collective progress and set our priorities moving forward, all grounded by exchange with State and non-State actors in Bishkek to temper our global work with a national context.

This is, of course, just a fraction of the work and progress that our members are making across many specialist groups and task forces. Thank you for all you do for the conservation of nature.

Major News
Launch of the “A Guide to Inclusive, Equitable and Effective Implementation of Target 3 of the Kunming-Montreal Global Biodiversity Framework”
A new guide on Target 3 of the Kunming-Montreal Global Biodiversity Framework has just been launched. This target, also known as “30x30”,  commits Parties to the Convention on Biological Diversity to ensure and enable that at least 30% of the world is effectively and equitably conserved. 

The guide was developed through a highly consultative process convened by IUCN WCPA, and draws on expertise from its specialist groups and others. The project was supported by the Global Environment Facility through WWF.

The publication guides readers through the text of the Target itself, breaking down all of the elements, and  contains links to further information. The guide provides a roadmap for effective implementation through equitable and human rights-based action. It explains each element of the target, provides guidance on planning, overarching concepts, resources, and thoughts on monitoring.
Supporting T3 implementation in the COMIFAC region
The Congo Basin Forest Commission (COMIFAC), in collaboration with the Wildlife Conservation Society  (WCS)  and IUCN WCPA organised a sub-regional workshop with support  and cooperation from COMIFAC partner states and the collaboration and participation of international conservation organisation, youth and women representatives, IP&LCs from the COMIFAC region and a representative of ANAPAC. This “Regional Workshop to “Understand the Current Status, Gaps, and Needs for the Implementation of Target 3 of the Global Biodiversity Framework” COMIFAC region was designed, developed, and conducted  with the commitment and efforts of many individuals and institutions that made the workshop a reality and a success. WCPA Regional Vice Chair Florence Palla supported the workshop and played an important role in facilitation and moderation.
 
IUCN WCPA Steering Committee meeting and report
The IUCN WCPA Steering Committee (SC) meeting was held from June 20 to 24, 2023 in Chunkurchak Gorge, Kyrgyzstan. Over the course of three full meeting days, the Steering Committee and IUCN secretariat staff invited WCPA leads provided updates on the previous year’s work, discussed priority topics for the Commission, and generated action items to guide the next year of WCPA’s work plan. The agenda for the meeting was developed to meet three key objectives: 
  • Enhancing the impact of ongoing priorities
  • Planning for emerging priorities and opportunities
  • Strengthening organisation and coordination of the WCPA network
The meeting agenda was outcome-oriented, operating from the theory of change from the 2022 SC meeting, with most presentations intended to set up discussions, rather than simply reporting out on activities. Ten topics were selected for in-depth group discussions, with different facilitators selected for each. These sessions articulated action items, summarised in the following sections, each listed by the most relevant meeting objective. In addition to discussions focused on the 10 topics, there were additional invited presentations on specific topics by WCPA leads and included online presentations by leads of Specialist Groups (SGs)  and Task Forces (TFs).

Global partnership for area-based conservation targets of the KMGBF
The first 3 of 23 targets in the Kunming-Montreal Global Biodiversity relate specifically to area-based conservation (spatial planning, restoration, and protected and conserved areas).

The success of Targets 1, 2 and 3 lies in their implementation. In this respect, the Secretariat of the Convention on Biological Diversity, in collaboration with the IUCN WCPA and the UNEP World Conservation Monitoring Centre, organised a three-day meeting from June 12 to 15 that was attended by 70 delegates to develop a partnership to help achieve these targets. The meeting was attended by Parties to the CBD, representatives of Indigenous Peoples, local communities, NGOs and the UN system.

The vision of the partnership is: Targets 1, 2 and 3 are successfully and inclusively implemented through facilitation and collaboration. The outcomes of the partnership are, therefore, expected to be:  I. Importance of Targets 1, 2 and 3 and pathways to implementation are communicated through clear language; II. Indigenous People and local communities and other non-state actors are full partners in implementation; III. Knowledge and experience is shared; IV. Capacity is built for implementation; V. Progress towards achievement of the targets is effectively measured and monitored; VI. Sustainable financing of area-based targets is promoted.
 
World Protected Areas Leaders Forum (WPALF) meeting

From June 26 to 30, the World Protected Areas Leaders Forum (WPALF) met in Krkonoše National Park and the Jizera Mountains Protected Landscape Area, hosted by the Nature Conservation Agency of the Czech Republic. This marked WPALF's first in-person meeting since 2019 and its inaugural hybrid event. The gathering revisited WPALF's role, along with key thematic priorities of protected areas leaders from around the globe. Discussions included a focus on two broad themes: 1. Global leadership and the future of WPALF and 2. The Kunming–Montreal Global Biodiversity Framework. As a result of the meeting, Protected Area managers signed a declaration highlighting the benefits of PCAs. WCPA played a key role in the planning and implementation of this meeting.
 
International Ranger Awards

The 2023 IUCN WCPA International Ranger Awards recognise the outstanding work of protected areas rangers around the world, celebrating the dedication and bravery of people who protect and conserve natural heritage. Five individual rangers and four ranger teams received awards in a virtual award ceremony, bringing together ranger champions and supporters from around the world. The winners work across Bhutan, Brazil, Colombia, Ethiopia, Malaysia, Mexico, Philippines, South Africa and Ukraine. Each winner or winning team received US$10,000 to support the protected and conserved areas where they work, and a custom uniform patch to signify their achievement. These prizes express recognition by the International Rangers Awards partners: the International Ranger Federation, Universal Ranger Support Alliance, Conservation Allies, Re:wild and the Global Tiger Initiative. 
One of the winners was Anton Mzimba from South Africa (pictured above), who was awarded in recognition of an exemplary career as a ranger and inspirational leader. His tragic and untimely demise in July 2022 sent shockwaves across the globe. Over 25 years, Anton Mzimba rose through the ranks to become Head of Ranger Services at Timbavati. His career was defined by his selfless commitment to protecting the environment, his courage in the face of adversity, and his loyalty to his team and the protected area. His determination, leadership and dedication to finding lasting solutions to the threats facing the area have earned him international recognition, and his story has inspired the next generation of Indigenous conservationists to follow in his footsteps.

Updates from Specialist Groups
Other Effective Area-based Conservation Measures (OECMs) Specialist Group: New OECM Site-Level Identification Tool
This site-level identification tool enables users to determine whether an individual site qualifies as an OECM by assessing it against the Convention on Biological Diversity (CBD) definition and criteria (CBD decision 14/8) and IUCN guidance. Examples of the reasons for identifying a site as an OECM include the following: 
To recognise the site’s importance for biodiversity conservation, to recognise the conservation efforts of the governing authority (including indigenous territories), to involve stakeholders in protection and management, to leverage access to additional support for conservation, where it is available, and to fulfil national and international commitments, including under the CBD. This tool guides assessors through three steps to apply eight criteria which determine if a site qualifies as an OECM. For sites which do not currently meet all the criteria, the tool serves to highlight areas where further information or improvements in governance and management are required. The assessment may be conducted by the site’s governing authority (which may be government, Indigenous peoples and local communities, private entities, or a combination of these groups) or by another rights-holder or stakeholder with the governing authority’s consent. The assessment should in all cases involve consultation with relevant Indigenous peoples, local communities and other rights holders, stakeholders and experts.
 
Transboundary Conservation Specialist Group: Seeking Regional Coordinators
 
We are looking for suitable candidates who are interested to serve as Regional Coordinators of the Transboundary Conservation Specialist Group (TBCSG). The Regional Representatives form part of the TBCSG's Executive Committee. As with the position of Co-Chairs and Senior Advisors, Regional Representatives also offer their services on a voluntary basis. Their key roles and responsibilities include:
  • Participate in the development and implementation of the strategic plan;
  • Mobilise support for the implementation of the key initiatives and activities;
  • Grow the membership of the specialist group;
  • Engage, communicate and build awareness with key stakeholders about the objectives  and strategic initiatives of the specialist group;
  • Create a conducive environment for learning and knowledge sharing.

The Regional Representatives will represent the following regions:

  • East & South Africa
  • West & Central Africa
  • North Africa & West Asia
  • Asia
  • Central & South America
  • North America & the Caribbean

Connectivity Conservation Specialist Group: New WCPA Technical Report highlights best practices for addressing the impacts of transport infrastructure on biodiversity
Addressing ecological connectivity in the development of roads, railways and canals: On 18 July, the IUCN released its first in-depth publication on the challenges and solutions of linear transport infrastructure (LTI) and biodiversity. This report, published by WCPA’s Connectivity Conservation Specialist Group (CCSG), its Transport Working Group (TWG), and the Center for Large Landscape Conservation (CLLC), provides information critical for the conservation of wildlife and nature in the face of rapid population growth and development. Addressing ecological connectivity in the development of roads, railways and canals provides an overview of practical, feasible, science-based strategies for protected and conserved area (PCA) managers, transport practitioners, industry, conservationists, and other interested stakeholders to confront the impacts of infrastructure on the environment. From planning and design to construction, operations, and monitoring, this report — the fifth volume in the IUCN WCPA Technical Report Series — synthesises the state of the field and offers a way forward.
 
Connectivity Conservation Specialist Group: Chinese Translation of Guidance Now Available
The IUCN WCPA Connectivity Conservation Specialist Group is pleased to share that its flagship publication, IUCN Guidelines for conserving connectivity through ecological networks and corridors, is now available in Chinese! With many thanks to the Nanjing Institute of Environmental Sciences, Ministry of Ecology and Environment of China, and China Environment Publishing Group for producing this translation, the Guidelines, titled 通过生态网络和生态廊道保护连通性的指南 can now be viewed on the IUCN library page. Since their original publication in 2020, the Guidelines have also been translated to French (2020), Spanish (2021), Mongolian (2022), Korean (2022) (For a summary of all CCSG publications please click here). Please feel free to disseminate this information widely to your networks. We are excited to see this work become increasingly accessible and available for informing connectivity conservation around the world!
 
Privately Protected Areas and Nature Stewardship Specialist Group: Portuguese Translation of Guidance Now Available 
The original guidelines on PPAs were first published in English in 2018, and since then, several translations (Spanish, French, Japanese, and Polish) have been published. Most recently, the Portuguese translation, “Diretrizes para áreas sob proteção privada”, has been published as well. These guidelines address the planning and management of PPAs and the guidance is aimed principally at practitioners and policy makers, who are or may be involved with PPAs. Guidance is given on all aspects of PPA establishment, management and reporting, and information is provided on principles and best practices, with examples drawn from many different parts of the world. 
 
Health & Well-Being Specialist Group: Raising awareness on GBF Target 12 
IUCN WCPA’s Health & Well-Being Specialist Group was represented by the Chair, Jo Hopkins, at the Australian Global Biodiversity Workshop earlier this year, who highlighted the importance of GBF Target 12 and how it can be implemented (Target 12: “Significantly increase the area and quality and connectivity of, access to, and benefits from green and blue spaces in urban and densely populated areas sustainably, by mainstreaming the conservation and sustainable use of biodiversity, and ensure biodiversity-inclusive urban planning, enhancing native biodiversity, ecological connectivity and integrity, and improving human health and well-being and connection to nature and contributing to inclusive and sustainable urbanization and the provision of ecosystem functions and services”). 

To achieve this target, the Specialist Group Chair noted that we need more recognition of the value of natural assets and the triple crises of biodiversity loss, climate emergency, and poor human health, financial incentives to increase the percentage of green and blue spaces, and more work on quantifying the benefits, metrics and tools (e.g.: IUCN Urban Nature Index), among other solutions.

Freshwater Specialist Group: New Paper on “Making global targets local for freshwater protection”
This paper highlights that freshwaters require targeted policy considerations to achieve biodiversity conservation goals and to support ecosystem services that communities around the globe depend upon. Effective conservation requires creative solutions that build and expand upon conventional protected areas, contextualised for these diverse ecosystems. Local, bottom-up creation of freshwater protections must be rooted in best available knowledge and balanced with basin-wide planning and implementation. Exploring and assessing how global calls for protection apply in local settings is crucial to the success of freshwater protection initiatives.
This work underscores the Freshwater Specialist Group’s role in ensuring that global policies (eg., CBD, SDGs, UNFCCC, UN Water) adequately address freshwater ecosystems in their objectives, and in particular in Global Biodiversity Framework Target 3. The paper references freshwater Key Biodiversity Areas, and the Specialist Group recognizes these KBAs as priorities for expanding the representation of freshwater ecosystems in global protections. 

The paper was led by Rebecca Flitcroft, co-chair of the Freshwater Specialist Group, and co-authored by four others members of the Freshwater Specialist Group: Robin Abell, Ian Harrison, Ivan Arismendi & Brooke E. Penaluna.
 
Cultural and Spiritual Values of Protected Areas (CSVPA) Specialist Group: 16th Annual IPROMO Training Course and CSVPA Workshopp
As part of the IPROMO summer school organized around the theme of “Youth and the future of mountain forests” in Ormea, Western Italian Alps, a successful workshop was conducted in July by the CSVPA on implementing IUCN Best Practice Guidelines on the Cultural and Spiritual Significance of Nature in the Management and Governance of Protected and Conserved Areas, developed by the CSVPA. The UN Mountain Partnership of FAO invited the CSVPA Specialist Group to participate in the summer school program, and Josep-Maria Mallarach led the workshop. While the IPROMO program predominantly took a modern Western natural sciences perspective, the 3-hour CSVPA workshop on the cultural and spiritual significance of nature was the only one discussing the need to take values, beliefs and worldviews into consideration in both governance and management of mountain forests, and was very well received by the students.

Mountains Specialist Group: New Publication on a Decision Support Tool
The world’s network of protected areas includes many iconic mountain landscapes. However, only ca. 19% of mountain areas globally are protected (excluding Antarctica); many mountain areas are inadequately (<30% of their total terrestrial area) or completely unprotected. To support the UN Convention on Biological Diversity’s Global Biodiversity Framework goal of protecting at least 30% of the world’s lands by 2030, the WCPA Mountains Specialist Group have developed a strategic decision-support tool for identifying and prioritising which candidate mountain areas most urgently require protection. 
To test its efficacy, we applied the tool to the Western Himalaya Case Study Area (WHCSA). The six-step algorithm harnesses multiple datasets including mountain Key Biodiversity Areas (KBAs), World Terrestrial Ecosystems, Biodiversity Hotspots, and Red List species and ecosystems. 

It also makes use of other key attributes including opportunities for disaster risk reduction, climate change adaptation, developing mountain tourism, maintaining elevational gradients and natural ecological corridors, and conserving flagship species. This rapid assessment tool ensures a repeatable, unbiased, and scientifically credible method for allocating resources and priorities to safeguard the world’s most biodiverse mountain areas facing myriad threats in the Anthropocene.
Updates from WCPA Task Forces
New Task Force: Protected Area Downgrading, Downsizing, and Degazettement (PADDD)
Despite the intent that protected and conserved areas are to be governed and deliver conservation outcomes for the long-term, they are not always permanent. Legal rollbacks to protections — protected area downgrading, downsizing, and degazettement (PADDD) — can compromise PA objectives. In recognition of the need to enhance long-term conservation, the 2020 IUCN World Conservation Congress approved a Resolution urging a Global Response to Protected Area Downgrading, Downsizing, and Degazettement (PADDD). The resolution “requests the WCPA to provide technical support to defend the integrity of PAs as a means to reduce PADDD events.” PADDD is also listed as an indicator in the post-2020 GBF monitoring framework as a complementary indicator.
Moreover, Target 15 of the GBF requires governments to ensure that large and transnational companies disclose their risks, dependencies, and impacts on biodiversity. 

To implement this IUCN resolution, enhance implementation of Target 3 and the overall GBF, and support durable, effective and equitable protected and conserved areas, we are launching a new IUCN WCPA Task Force to focus on PADDD. The task force will focus broadly on area-based conservation, including protected areas, as well as OECMs. Our core efforts will focus on building a community, advocacy, research and training, and communications.

Updates from WCPA Regions

Southeast Asia: Pahang, Malaysia gazettes 134,183ha of land for a new tiger reserve
In a historic declaration, an area spanning 134,183 hectares in Pahang, Malaysia, has been officially designated for the Al-Sultan Abdullah Royal Tigers Reserve, with the aim of finalising this endeavour by the end of 2028. The new Tiger Reserve will bring  a critical tiger landscape under active protection and management in Pahang, which is connected to Taman Negara National Park and an adjacent forest in Terengganu. In addition to establishing a refuge for the recovery of the Malayan tiger in the wild, this area will conserve forest biodiversity and essential habitats for other threatened wildlife and prey species. Latin America and the Caribbean: Regional Workshop on OECMs
From 7 to 9 July, 23 members from WCPA, staff from the IUCN Secretariat, environmental authorities and young professionals from 14 countries, met in Lima, Peru, for the Regional Workshop for Latin America and the Caribbean on OECMs. The workshop saw the participation of 49 experts, and was organized within the framework of the IUCN-WCPA 30x30 LAC Platform in the region in collaboration with Re:Wild, the University for International Cooperation (UCI), the Latin American School of Protected Areas (ELAP) and WWF-US. In Memoriam: 
Remembering Dr. Rauno Väisänen (1956–2023)
It was with great sadness that the global conservation community learned about the sudden death of Dr. Rauno Väisänen, retired Director of Parks & Wildlife Finland and one of the global leaders of parks management and biodiversity conservation. He died unexpectedly on 3 June in Java, Indonesia, while on one of his traditional wildlife exploration trips, expecting to meet the Javan Rhino. During his more than 20 years as director Rauno developed Parks Finland into one of the leading park agencies globally. We miss his leadership and engagement for protected areas. The conservation community has lost a visionary giant — he was a big man with a big heart. His full obituary can be read here.
 
Remembering Jim Thorsell (1940–2023)
With great sadness, IUCN mourns the loss of Dr James “Jim” Thorsell, who has passed away in his native Canada. IUCN’s work on World Heritage, and more widely on protected areas, mountains and forests, is inextricably linked with Jim Thorsell’s life-long dedication to nature conservation. His passion for adventure into the wild led him to participate in field missions to over 800 protected areas in 90 countries and conduct 150 natural site evaluations during his 20 years at IUCN. After retirement he continued for many years as an IUCN Senior Advisor and a Member of the IUCN World Heritage Panel. His full obituary can be read here.

Essential planetary health workers: Positioning rangers within global policy: Rangers carry out essential work, requiring a high level of skill and in some cases considerable risk. Every year rangers are killed in the line of duty. Yet they are generally paid a fraction of the amount of police or other essential services, left to work in poor and often dangerous conditions. Well-run protected areas are critical to meeting societal goals for biodiversity conservation and other ecosystem services and well-run protected areas need well-trained, well-equipped rangers. This paper lays out the case for regarding rangers as essential planetary health workers and involving them more closely in policy issues related to conservation and protected areas
 
The Application of D(A)PSI(W)R(M) Framework to Coral Reef Conservation: The objective of this article is to analyse the application of the various elements of the most evolved expanded derivative of the DPSIR framework, (D(A)PSI(W)R(M)) (drivers, activities, pressures, state, impacts, welfare, responses, and measures), in relation to reef conservation and to elucidate how the framework might improve reef management in the park. The main drivers were analysed and introduced, and a number of actions and responses were recommended depending on the framework analysis. The results of this study can guide the preparation of a management and restoration plan for reef sites and integrated coastal zone management.

Seeking case studies on rangers working with local communities 

A survey of protected area rangers by WWF found that relations with local communities remains their single greatest challenge. To help address this, last year we collaborated with URSA, the Universal Ranger Support Alliance, to collect examples of best practice. The results are in the Building Trust with Rangers and Communities Scoping Report on the URSA Resources page. We are now expanding this into a new IUCN WCPA good practice guideline on building trust with rangers and local communities and are looking to expand with some more examples and case studies. To raise the profile of this critical issue, every week for 20 weeks we are publishing one of these good practices on WCPA social media. But we need more! If you have experience in building partnerships between Indigenous peoples, local communities and rangers, we want to hear. Request for a Protected Area Database

I am looking for a database (shell) for recoding land-legal information on protected areas (e.g. multiple declaration notices, changes in boundaries, servitudes, etc. and shapefiles). I have discovered that many provinces, as with my conservation agency in South Africa still use paper-based systems or spreadsheets. Both of these systems are problematic in terms of accurate reporting. Unfortunately, I do not have sufficient funds to employ a programmer to develop a database from first principles and the same applies to the other provincial conservation agencies. I am, however, sure conservation agencies outside of South Africa have designed and implemented a functional relational protected area database that we can use. I was wondering whether any WPCA members could donate theirs, point me to an official I could negotiate with, or suggest a feasible alternative to addressing this challenge.

The ABC Bulletin is by, for and about the members of the IUCN World Commission on Protected Areas. It is a vehicle for us to communicate major progress amongst ourselves, and for the Chair to provide important updates. The scope is limited to items specific to the activities of the Commission itself. Other conservation news should continue to be submitted to the IUCN Digest or other newsletters.
